CPC Plenum Signals Strong Commitment to China’s Continued Opening Up

Last week, a significant resolution adopted by the Communist Party of China (CPC) Central Committee at its third plenary session of the 20th CPC Central Committee underscored China’s unwavering dedication to expanding its openness. Amidst a backdrop of profound global changes and rising external uncertainties, Chinese Deputy Director Mu Hong affirmed at a press conference that these challenges would not deter China's resolve to deepen reforms and broaden its engagement with the world.

\"Opening up is a defining feature of Chinese modernization,\" stated the resolution, emphasizing the importance of maintaining the policy of opening to the outside world. The document outlined five key strategies for high-standard opening up, including the steady expansion of institutional frameworks, deepening foreign trade structural reforms, enhancing investment management systems for inward and outward investments, optimizing regional opening layouts, and improving mechanisms for high-quality cooperation under the Belt and Road Initiative (BRI).

China's commitment to these initiatives is reflected in its recent achievements. In Qianhai, an emerging business hub in Shenzhen, over 120 new foreign enterprises have been registered each month this year, marking a surge in foreign investment. Additionally, the China-Europe freight train network has expanded to cover 25 European and 11 Asian countries, with trains departing or arriving at Xi'an international port station every 100 minutes on average. Ezhou, in eastern China, now hosts Asia's largest cargo airport, handling 80 international cargo flights weekly.

Wang Yiwei, a professor at Renmin University of China and expert at the China Council for the Promotion of International Trade, highlighted in a CGTN article that China’s trade with BRI partner countries grew by 7.2% year-on-year in the first half of 2024. \"Despite anti-globalization sentiments, China's doors remain open and will only open wider,\" Wang noted.

These developments showcase China's strategic efforts to leverage its vast market and enhance international cooperation, reinforcing its position as a key player in the global economy.
