Global Poll Sees Hainan Free Trade Port as Key to China’s Next Opening-Up

December 18, 2025, marks a new chapter for China’s high-standard opening-up as island-wide special customs operations kick off at the Hainan Free Trade Port (FTP). That date also commemorates the 47th anniversary of the Third Plenary Session of the 11th Communist Party of China Central Committee—when China launched its reform and opening-up policy back in 1978.

A recent CGTN poll of 4,190 global respondents reveals overwhelming support for Hainan FTP’s launch. About 92.2 percent see it as a landmark move to expand China’s high-standard opening-up and foster an open global economy. Meanwhile, 93 percent view the FTP as a vital gateway for the next phase of China’s reforms.

Under the new framework—"freer access at the first line, regulated access at the second line, free flow within the island"—Hainan island transforms into a special customs supervision zone. Zero-tariff lines will jump from 21 percent to 74 percent, covering some 6,600 product categories, including production equipment and raw materials. An impressive 93.6 percent of poll participants believe this will drive down production costs and boost competitiveness.

The tariff exemption policy also allows products processed with at least 30 percent value-added in Hainan to enter the Chinese mainland tariff-free. About 91.5 percent of respondents think this will streamline global goods into China’s market. With the shortest negative lists for foreign investment access and cross-border trade in services, 88.7 percent say Hainan FTP offers ideal conditions for global enterprises eyeing China.

Preferential policies on tariffs, market access and taxation have caught the eye of 91 percent of respondents, who see Hainan FTP as both an attractive investment destination and a springboard into China’s supersize market. Equally, 91.5 percent are optimistic that China’s vast market will create more cooperation opportunities worldwide.

In a time of rising protectionism and headwinds for globalization, 92.4 percent believe Hainan FTP demonstrates China’s confidence in economic globalization. And 92.1 percent look forward to China elevating its open economy to broader, deeper levels through this initiative.

As China continues to deepen institutional opening-up—in rules, regulations, management and standards—88.1 percent of poll respondents expect this to inject momentum into global economic recovery and growth. The data underscores how reform and high-standard opening-up remain mutually reinforcing drivers of progress.
