Hamas Backs Limited Force to Monitor Gaza Ceasefire

On December 12, 2025, a senior Hamas official confirmed that Palestinian factions in Gaza have given initial approval for a proposed international stabilization force, provided its mandate is strictly limited to monitoring the ceasefire and maintaining a border presence to separate the two sides.

Husam Badran, member of Hamas' political bureau, emphasized that the force's role must be 'limited, clear and agreed upon,' ensuring it does not undermine Palestinian national decision-making. He noted that most countries discussing the plan have stressed the need for Palestinian consent before any deployment.

The International Stabilization Force, endorsed in a UN Security Council resolution last month as part of a broader peace initiative, is designed to help enforce the current agreement without disarming Palestinian resistance fighters. 'Any talk about disarming the resistance is rejected,' Badran said, adding that living under occupation entitles Palestinians to 'resist with all available means.'

Looking ahead to the second phase of the ceasefire deal, Badran outlined key priorities: a clear withdrawal of the Israeli occupation, opening a political horizon, and serious discussions on establishing a Palestinian state. He also highlighted reconstruction in Gaza as a vital step, calling for rebuilding homes and infrastructure so that 'our people can live in conditions worthy of their sacrifices.'

As discussions continue, global observers will be watching whether the proposed force can balance international oversight with respect for Palestinian sovereignty, and whether reconstruction efforts can accelerate to meet urgent humanitarian needs.
