China Charts High-Quality Retail Growth for 2026–2030

On December 9, 2025, Vice Commerce Minister Sheng Qiuping outlined the Chinese mainland’s vision for its retail sector in the upcoming 15th Five-Year Plan period (2026–2030). Positioned as a key driver for robust domestic demand, retailers will be urged to shift from volume-focused strategies to quality- and service-oriented models.

Sheng noted that while the sector has already contributed to economic recovery—retail sales of consumer goods in the Chinese mainland rose 3.5% year on year in 2024—challenges remain. "We need to refine network coverage, balance supply and demand, and integrate online and offline channels more deeply," he said, pointing to untapped potential in lower-tier markets.

Leading chains like Pangdonglai are cited as examples, combining supermarkets, shopping malls, and cinemas to create immersive experiences. "Businesses should win over consumers with high-quality products and services," Sheng added, encouraging broader adoption of new business models and tech-driven shopping experiences.

Key priorities under the 15th Five-Year Plan:

  • Expanding retail networks in lower-tier cities
  • Strengthening supply-demand matching
  • Enhancing online-offline integration
  • Leveraging digital and AI tools for personalized shopping

As the Chinese mainland gears up for the next five years, entrepreneurs, young professionals, and global shoppers can expect a wave of innovation aimed at boosting consumption, enriching customer experiences, and sustaining long-term economic growth.
