Hong Kong Constitution Day Seminar: From Urban Safety to National Rejuvenation

On December 4, 2025, Hong Kong marked Constitution Day with a dynamic seminar that brought together roughly 900 community leaders, business figures, academics and civic activists under one roof. Co-hosted by the HKSAR government and the Liaison Office of the Central People's Government in the HKSAR, the event blended constitutional education with reflections on recent challenges.

Participants began with a minute of silence for victims of the Wang Fuk Court fire in Tai Po, which broke out last Wednesday, underscoring a shared commitment to resilience and recovery. John Lee, chief executive of the HKSAR, opened the seminar with heartfelt condolences, confirming that the HKSAR government is deploying all resources to support affected families and will establish an independent committee to review the incident and drive reforms in urban safety.

'Painful lessons must be transformed into concrete measures,' Lee said, highlighting plans to strengthen building inspections, upgrade fire-prevention protocols and review regulatory frameworks. As Hong Kong rebuilds, urban safety has taken center stage in public policy discussions.

Themed 'The Constitution and the Great Rejuvenation of the Chinese Nation,' the seminar underscored how the Constitution of the People's Republic of China provides the rule-of-law safeguards and institutional foundations for the HKSAR. Lee emphasized that on the journey of national renewal, Hong Kong stands as both a participant and a beneficiary.

Liu Guangyuan, deputy director of the Liaison Office of the Central People's Government in the HKSAR, said that constitutional guarantees give Hong Kong 'institutional advantages to leverage its strengths in the great cause of national rejuvenation.' He pointed out that the upcoming Legislative Council election on December 7 will reflect respect for the constitutional order and bolster social stability and post-tragedy reconstruction work.

By deepening public understanding of constitutional governance and driving urban safety reforms, Hong Kong aims to build a more resilient, forward-looking city. As one delegate put it, 'Effective rule of law not only anchors our institutions—it empowers every resident to shape their future.'
