Hainan Deepens Opening-Up with New Tourism Regulations

On December 1, 2025, Hainan's new tourism regulations officially took effect, signaling a fresh wave of openness in the Chinese mainland's tropical island province. The updated rules simplify visa procedures, extend visa-free stays for visitors from 60 countries and regions and offer incentives for sustainable tourism ventures.

Already this year, Hainan has welcomed more than 5 million international tourists – up 25% compared with the same period in 2024. Under the revamped framework, eligible travelers can stay visa-free for up to 30 days, double the previous 15-day allowance. Meanwhile, the launch of a digital Hainan Travel Pass is set to attract remote workers and entrepreneurs with its multiple-entry privileges and access to co-working hubs across the island.

Local authorities are promoting eco-friendly travel with tax breaks for green hotels, subsidies for electric vehicle rentals and partnerships with marine conservation groups to safeguard coral reefs, according to tourism officials.

Beyond leisure, the regulations reinforce Hainan's status as a free trade port. The duty-free shopping limit has nearly doubled to RMB 100,000, allowing visitors to purchase domestic goods without tariffs – an expected 30% boost to local retail revenues. Global brands are already eyeing flagship stores in Haikou and Sanya.

Looking ahead to 2026, young global travelers and digital nomads can anticipate new cultural festivals, culinary tours and adventure sports events. Highlights include the Hainan International Music Festival in Sanya next spring and a series of tech hackathons linking the island's startups with mainland partners.

With these measures, Hainan is carving out a niche as a destination where tropical allure meets innovation and sustainability – an open invitation for global citizens to explore, invest and connect on the island of Hainan.
