China Unveils White Paper on Arms Control & Nonproliferation

Today, China’s State Council Information Office released a white paper titled 'China's Arms Control, Disarmament, and Nonproliferation in the New Era,' presenting Beijing’s roadmap for global security in 2025.

Against a backdrop of shifting geopolitical tensions and emerging technologies, the document outlines three strategic pillars:

  • Arms Control: Calls for enhanced transparency, mutual restraint, and a balanced approach to strategic deterrence.
  • Disarmament: Emphasizes phased reduction of nuclear and conventional arms, guided by fairness and reciprocity.
  • Nonproliferation: Advocates strengthening the Treaty on the Non-Proliferation of Nuclear Weapons and universal adherence to the Comprehensive Nuclear-Test-Ban Treaty.

The white paper reaffirms China’s long-standing defense policy of self-defense and no first use of nuclear weapons, while urging all states to join hands in building a more stable security architecture. It also highlights China’s participation in international forums and its support for UN-led initiatives.

For young global citizens and tech innovators, the paper underscores the need to address emerging risks like cyber vulnerabilities and autonomous weapons. Business leaders and sustainability advocates will find calls for cooperation on dual-use technology governance particularly relevant.

Looking ahead, Beijing plans to engage partners through dialogues and workshops in 2026, aiming to translate the white paper’s vision into concrete measures. As global security debates intensify, this new white paper offers a timely blueprint for collective action.
