CNSA Unveils Plan to Boost Commercial Space and Global Partnerships

This week, on Tuesday, Nov. 25, 2025, the China National Space Administration (CNSA) unveiled a sweeping two-year action plan to propel the commercial space sector and deepen global partnerships. Aimed at achieving high-quality development by 2027, the initiative outlines a multi-pronged strategy for companies in the Chinese mainland and beyond.

Under the new plan, the CNSA will open up its civilian tracking, telemetry and control (TT&C) network, data-receiving stations and advanced test assets—including rocket-engine stands and space-environment simulators—to qualified commercial players. This move lowers technical barriers and creates a level playing field through open competitions for cutting-edge missions, from advanced propulsion research to integrated communications and remote-sensing platforms.

To fund innovation, the agency will establish a national commercial space development fund and expand government procurement to embrace commercial launch vehicles, satellites and TT&C services in national missions. Meanwhile, local governments are urged to build technology-innovation centers focused on reusable rockets and smart satellites, supported by open manufacturing and testing platforms.

Data sharing takes center stage, with plans to unify space standards and release space-debris tracking information to power collision-warning systems for commercial spacecraft. Beyond orbital services, companies are encouraged to pioneer space resource utilization, on-orbit servicing, debris removal, space tourism and in-space biomanufacturing.

By folding commercial projects into China's international cooperation agenda, the CNSA is rallying firms to 'go global' and assist developing countries in building satellite-application industries. This marks a new phase of collaboration designed to boost the global space ecosystem and unlock new markets for emerging players.

With strategic emerging industries at the heart of the 15th Five-Year Plan, the drive to supercharge commercial space signals a bold step toward positioning the sector as a major engine of innovation and economic growth. As the clock ticks toward 2027, industry watchers are keen to see how these measures reshape the landscape and foster cross-border partnerships.
