Guterres Urges Unity as COP30 Talks Near Deadline

On Thursday, 20 November, UN Secretary-General António Guterres urged nations at the COP30 climate summit to deliver a balanced agreement on mitigation, adaptation and finance. He warned that keeping the 1.5-degrees-Celsius warming limit “the only non-negotiable red line” demands strong leadership, boldness and good faith.

Guterres called for tripling global adaptation finance, pushing developed countries to mobilize $300 billion each year by 2035 on the path to a broader $1.3 trillion climate-finance target. He stressed that multilateral banks and the global financial system must be overhauled to rise to the challenge.

On fossil fuels, the UN chief advocated a “just, orderly and equitable transition,” condemning market distortions that favor fossil fuels and disinformation campaigns aimed at undermining the shift to renewables.

With 2025 on track to rank among the warmest years recorded, negotiators are racing against the clock. A brief fire at the summit venue earlier this week interrupted proceedings, but delegates quickly returned to the negotiating tables to finalize a global deal ahead of the deadline.

As COP30 negotiations near their close, all eyes are on major emitters to step up commitments and secure a future that stays within the 1.5°C threshold.
