Chinese Premier Li Qiang Arrives in Moscow for 24th SCO Meeting

Under a crisp November sky, the Chinese premier stepped off his flight at Vnukovo Airport in Moscow, greeted by a delegation led by representatives of the Russian government and Zhang Hanhui, the Chinese Ambassador to Russia. Today, Monday, November 17, 2025, marks the arrival of Li Qiang for the 24th Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization (SCO).

Invited by Russian Prime Minister Mikhail Mishustin, Li will join fellow heads of government from SCO's eight member states—China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan—on November 17 and 18. Observers including Belarus, Iran, Mongolia and Afghanistan will also participate, turning the Russian capital into a hub for regional dialogue.

This year, the SCO agenda reflects pressing global challenges. Delegates will discuss boosting trade links, advancing digital infrastructure and promoting green development in Central and South Asia. After steady growth in intra-SCO trade and the launch of digital Silk Road initiatives, members are keen to explore new opportunities in clean energy, cybersecurity and post-pandemic recovery.

For young entrepreneurs and tech enthusiasts, the meeting offers a glimpse into shifting economic corridors. Cultural exchanges and a parallel business forum will highlight startup collaboration and sustainable travel routes across Eurasia, aligning with a generation's desire for immersive experiences and global connectivity.

As the conference unfolds, all eyes will be on joint statements and memorandums of understanding that could shape the region's future. For many, the SCO remains a vital platform for fostering trust and innovation among some of the world's most populous nations.

With the next two days of high-level talks ahead, the Chinese premier's visit underscores the organization's evolving role in a multipolar world – where security cooperation meets digital ambition.
