On November 15, 2025, the Chinese premier chaired a State Council executive meeting to map out measures aimed at better aligning the supply and demand of consumer goods and further boosting consumption.
Within the framework of the 15th Five-Year Plan, participants discussed implementing major national strategies and strengthening security capacities in key areas. The meeting called for streamlining project approval procedures, prioritizing investment in innovation factors and intangible assets, and promoting the development of new quality productive forces.
Officials also stressed the need to improve mechanisms for project coordination and execution, enhance engineering quality and safety management, and actively leverage capital—ranging from long-term loans to policy-based finance—while encouraging greater participation of private capital.
To drive industrial upgrading, the meeting highlighted the role of consumption upgrading and called for strengthening AI integration and empowerment. Enterprises are expected to expand the supply of distinctive, high-quality consumer goods, respond promptly to personalized needs, and explore new consumption scenarios and business models.
Focusing on technological innovation, industrial development, and national strategy, the council urged efforts to cultivate talent in key innovation fields and expand access to quality educational resources.
In a final session, delegates reviewed and approved draft revisions of the trademark law—set to be submitted to the Standing Committee of the National People's Congress—and drafted updates to funeral and interment management regulations.
This meeting underscores a broader push for a consumption-led, innovation-driven growth path as China navigates its goals under the 15th Five-Year Plan.
