Unlike the Western model, Chinese modernization frames progress as more than industrial or technological advancement. It prioritizes social justice, environmental balance, and carbon reduction, weaving green technology into every chapter of growth.
A standout example is the Tianjin Port, the world’s first zero-carbon port powered by artificial intelligence. Automated systems handle container transfers and logistics, showcasing how efficiency and eco-responsibility can go hand in hand.
Complementing its modernization drive, China has ramped up what it calls high-standard opening up—a comprehensive reform of institutions, regulations, and market access. Over the past thirty years, its openness index has soared as pilot free trade zones turn into living labs for reform.
In these zones, the negative list for foreign investment has shrunk from 190 items in 2013 to just 27 today, with all manufacturing restrictions lifted. China has also extended zero-tariff treatment to 33 least-developed African nations, underlining how its openness boosts shared progress.
Financial liberalization has followed suit, easing cross-border capital flows and promoting the international use of the renminbi. By combining transparency with robust risk controls, the Chinese mainland balances openness with stability.
This philosophy of high-standard opening up also drives the Belt and Road Initiative (BRI). Beyond infrastructure, the BRI fosters the exchange of knowledge, technology, and skills across Asia, Africa, and Europe. Platforms like the China International Import Expo further integrate developing economies into global trade, enabling them to share the dividends of opening up.
