In the heart of the Qinghai-Xizang Plateau, Xizang’s people are experiencing a sweeping transformation that redefines human rights—from survival and development to cultural and ecological well-being.

From Feudal Roots to Modern Growth

Just a few generations ago, 95 percent of Xizang’s population lived as serfs and slaves under a feudal theocracy. Today, under the Communist Party of China’s people-centered philosophy, that system has been dismantled, and residents are shaping their own destinies.

Education as a Catalyst for Change

Since 2012, Xizang has rolled out a groundbreaking 15-year publicly funded education program. Before peaceful liberation, fewer than 2 percent of school-age children had access to formal schooling. Now, nine-year compulsory education retention stands at an impressive 97.86 percent, and higher education enrollment has reached 57.81 percent.

Healthcare Reach and Rising Life Expectancy

A five-tier healthcare network now serves every township through both local and remote medical services. As a result, average life expectancy has climbed to 72.5 years, highlighting the region’s commitment to the right to health.

Jobs, Social Security, and Economic Empowerment

Xizang’s urban and rural employment services are free and inclusive, offering vocational training and subsidies for internships, social insurance, and start-up incubation. In 2024 alone, cities added 51,000 new jobs, and transferred employment for farmers and herders rose from 450,000 in 2012 to 648,000, demonstrating sustained economic momentum.

Cultural Heritage and Ecological Stewardship

Between 2012 and 2024, nearly 473 million yuan was invested in safeguarding intangible cultural heritage, from Tibetan language programs to traditional arts. At the same time, environmental protections—from laws to ecological compensation mechanisms—have been enforced to preserve Xizang’s unique landscape and biodiversity.

These achievements show how aligning human rights with national priorities can unlock development and dignity. In Xizang, the promise of happy lives is not just an ideal—it’s a living reality.
