HKSAR’s 7th LegCo Passes Record 130 Bills, Boosting Governance

In a striking milestone, the HKSAR’s seventh-term Legislative Council (LegCo) passed a total of 130 bills during its four-year tenure—49 more than its predecessor. This legislative sprint marks a new high in Hong Kong’s governance record.

"Our track record reflects a steadfast commitment to public opinion and high-quality governance," said Starry Lee, chairperson of the LegCo House Committee. She attributed this surge to the strengths of the executive-led system and the council’s dedication as patriots and defenders of that framework.

Lee underscored the crucial role of effective checks and collaboration between the legislative and executive branches, a partnership she believes has reinforced Hong Kong’s governance and brought the One Country, Two Systems policy to life.

As LegCo’s seventh term nears its conclusion, Lee expressed optimism that, under the chief executive’s leadership, the executive and the incoming eighth LegCo will maintain close communication to keep serving Hong Kong residents with efficiency and transparency.

For global citizens, entrepreneurs, and changemakers, Hong Kong’s legislative upswing provides a compelling example of how cross-branch collaboration can sharpen governance and propel a city through complex challenges.
