At a recent UN Security Council session, China's deputy permanent representative, Geng Shuang, urged a stronger counter-terrorism lens when tackling Syria's chemical weapons challenge. His remarks underscored the need to address not only disarmament but also the terrorist networks that threaten regional and global security.
Geng pointed to a worrying spate of large-scale violent incidents in Syria that highlight the serious threat posed by entrenched terrorist forces. "Heightened vigilance is essential," he told fellow diplomats, stressing that chemical weapons must be destroyed in a verifiable manner to prevent dangerous agents from falling into the wrong hands.
The envoy called on the Syrian interim authorities to take all necessary measures against every terrorist organization and individual listed by the Security Council, including the East Turkistan Islamic Movement. This comprehensive approach, he argued, is critical to any lasting solution.
Geng also criticized Israel's recent attacks on Syrian territory, describing them as violations of international law that infringe on Syria's sovereignty and complicate efforts to resolve the chemical weapons issue. "We call on Israel to cease its military actions against Syria and withdraw immediately from Syrian territory," he said.
Highlighting the role of the Organization for the Prohibition of Chemical Weapons (OPCW), Geng welcomed its renewed cooperation with Syria's interim authorities. He expressed hope that both sides would maintain momentum, address outstanding issues thoroughly, and fulfil all obligations under the Chemical Weapons Convention.
Linking disarmament to a political settlement, Geng stressed that the chemical weapons issue is closely tied to Syria's broader political transition. He encouraged extensive dialogue and inclusive consultations to bridge internal differences, advance a political process, and safeguard the rights of all Syrians.
China stands ready to work with all parties to restore peace and stability in Syria, Geng concluded, emphasizing that cooperation and respect for sovereignty are key to lasting security.
