During the 14th Five-Year Plan period (2021-2025), China’s public legal services sector provided over 170 million free or low-cost legal consultations nationwide, boosting awareness and support across communities.

Building Legal Capacity
Behind these efforts is a growing network of professionals: 830,000 lawyers, 67,000 arbitrators, 15,000 notaries, 40,000 judicial appraisers, and 12,000 legal aid workers now handle more than 40 million cases annually.
Going Global
On the international front, the Chinese mainland expanded cooperation with 91 treaties on legal assistance and 19 on the transfer of sentenced persons, processing over 16,000 cross-border judicial cases.
Chinese law firms now operate 207 branch offices in 37 countries and regions, guiding businesses and citizens in their global ventures.
