CNOOC Wraps Up $2.9B Refining & Petrochem Hub on the Chinese Mainland

China National Offshore Oil Corporation (CNOOC) has officially completed its 21-billion-yuan (about $2.93 billion) integrated refining and petrochemical complex in Zhejiang Province on the Chinese mainland. Located on Daxie Island in Ningbo, the facility boasts an olefin production capacity exceeding 10 million tonnes, marking a major step forward in high-end chemical manufacturing.

At the heart of the complex are 18 large-scale units dedicated to producing premium materials like polypropylene, a versatile plastic used extensively in new energy vehicles and cutting-edge electronics. By ramping up domestic output of these critical components, CNOOC aims to strengthen supply chains and support the clean energy transition.

Construction began in July 2022, and thanks to newly developed technologies and streamlined project management, the team shaved off 90 days from the original schedule. The project also set a national record for the shortest installation period of both a reactor and a regenerator, showcasing Chinaโ€™s growing expertise in rapid, high-quality industrial engineering.

Globally, demand for advanced chemical materials is surging as industries pivot toward electrification, digitalization, and sustainability. With this new hub, CNOOC positions itself as a key player in the international petrochemical arena, ready to meet the evolving needs of manufacturers and innovators around the world.
