China Launches Ambitious Plan to Revitalize Rural Service Sector

China has rolled out a bold 14-measure plan to supercharge its domestic service industry, part of a wider push for all-around rural revitalization. The joint initiative from the Ministry of Commerce and eight other agencies aims to boost supply, spark consumer demand, and secure stable employment nationwide.

Under the new framework, the plan sets out to:

  • Encourage rural workforce participation through targeted employment incentives and vocational training.
  • Enhance skills development with expanded vocational programs and certifications.
  • Strengthen social security nets to protect rural laborers.
  • Provide affordable housing and facilitate urban integration for migrant service workers.
  • Guarantee equal access to basic public services in host cities.

With nearly 300 million rural migrant workers at the end of 2024, the domestic service sector already supports over 30 million professionals across more than one million enterprises. Its market size, exceeding 1.1 trillion yuan (about $154 billion), underscores the sector’s pivotal role in China’s employment landscape.

For young entrepreneurs and tech enthusiasts, the plan opens doors to digital service platforms and innovative business models focused on rural markets. Thought leaders see this as a blueprint for sustainable development, blending social policy with economic momentum. Travelers and digital nomads may find new opportunities in emerging rural hubs offering cultural immersion alongside growing service economies.

By coupling data-driven insights with real-world impact, China’s 14-point roadmap seeks to transform rural communities into dynamic centers of service innovation—an effort that resonates far beyond national borders.
