Addressing heads of state under Brazilian President Luiz Inacio Lula da Silva's presidency of the session on peace, security, and reform of global governance, Li Qiang noted that changes unseen in a century demand fresh approaches. He urged BRICS members to safeguard world peace, promote peaceful dispute resolution, and uphold morality and justice in international affairs.
Li Qiang highlighted three pillars of reform: extensive consultation based on equality and respect, joint contribution through solidarity, and an open mind to mutual success. As leading voices of the Global South, BRICS countries should champion independence, self-reliance, and responsibility, forging consensus and synergies to address shared challenges.
On economic cooperation, Li Qiang called for a focus on development and emerging growth drivers. He announced plans for a China-BRICS research center on new quality productive forces and a scholarship program to nurture talent in industry and telecommunications across BRICS members.
Finally, Li Qiang underscored the importance of cultural inclusiveness and mutual learning. By advocating for the harmonious coexistence of diverse civilizations, BRICS can foster a more just, equitable, and efficient global order. The session concluded with the adoption of the Rio de Janeiro Declaration, setting the stage for collaborative action.
