John Lee Calls for Stronger Security to Fuel Hong Kong’s Global Edge

On the fifth anniversary of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, John Lee, chief executive of the Hong Kong Special Administrative Region (HKSAR), released a signed article urging a dual focus on security and development.

A Five-Year Triumph

Since June 30, 2020, Hong Kong society has remained stable and prosperous. Key metrics speak volumes: the city ranks as the world's freest economy, holds the #3 spot for global financial centers and overall competitiveness, and recently re-entered the global top 10 for talent competitiveness. Market forecasts even position Hong Kong as the future world's largest wealth management hub.

Academic Excellence and Future Outlook

Hong Kong now boasts five universities in the global top 100—the highest count of any city. This academic edge, Lee notes, is a cornerstone for attracting international talent and driving innovation across G20 nations.

Security as the Foundation

"Security is the foundation of development, and development is the safeguard of security," Lee writes. In a world of profound change and uncertainty, he calls for the HKSAR to adopt a holistic view of national security, ensuring both safety and growth go hand in hand.

Global Voices on One Country, Two Systems

Experts at a recent symposium lauded the law as a model for "One Country, Two Systems." Liu Huawen of the Chinese Academy of Social Sciences highlighted how a secure environment has upheld residents' rights. British barrister Grenville Cross recalled how the 2019 unrest gave way to stability after the law's enactment, with courts safeguarding due process. Meanwhile, Malaysian think tanker Ong Tee Keat underscored that stability has been key to attracting global investors.

With solid rankings and growing investor confidence, Hong Kong stands at a pivotal moment. By reinforcing national security while leveraging its economic, academic, and financial strengths, the HKSAR aims to chart a sustainable course for the next decade.
