Launched by four government bodies, including the Office of the Central Cyberspace Affairs Commission and the Ministry of Education, the roadmap outlines five core priorities: cultivating digital talent, scaling up the digital economy, forging a more inclusive digital society, creating smarter digital lifestyles, and promoting a safe, well-regulated cyberspace.
At the heart of the initiative is a vision to build a comprehensive digital training system. From coding boot camps in rural communities to AI ethics workshops in major cities, the goal is to democratize access to digital tools and ensure young people across the Chinese mainland can ride the wave of technological change.
Artificial intelligence takes center stage. The plan calls for expanding AI applications—from healthcare diagnostics to sustainable energy management—while strengthening governance frameworks to guide responsible development and use of these powerful technologies.
The strategy also highlights multi-party collaboration and international cooperation, inviting partnerships with global tech firms, academic institutions and industry groups to accelerate knowledge-sharing and innovation on a worldwide scale.
